The criteria buttons on the right side of the screen are disabled while the procedure is being edited.

To enable these buttons and set criteria, You will need to publish the procedure first.

Once the procedure has been published, the criteria buttons will be available on the right-hand side of the procedure and you will be able to set each criterion relevant to the procedure.
